county has the funds to construct the increment of capacity consumed by the applicant's <br />project. To date, no affordable housing project or unit has been denied due to <br />concurrency requirements. <br />RECOMMENDATION: <br />The county should maintain its current concurrency management procedures which allow <br />for upfront reservation of infrastructure capacity. Like other applicants, affordable <br />housing applicants may apply for an Initial Concurrency Certificate and reserve <br />infrastructure capacity upfront.
