INTRODUCTION <br />With passage of HB 1375 in 2007, local governments that receive State Housing <br />Initiatives Partnership Program funds were required to establish an Affordable Housing <br />Advisory Committee (AHAC) by June 1, 2008. In Indian River County, the Board of <br />County Commissioners created an Affordable Housing Advisory Committee on March <br />18, 2008. Between 2008 and 2019, triennially each AHAC was required to review their <br />local government's established policies and procedures, ordinances, land development <br />regulations and comprehensive plan and recommend specific actions or initiatives to <br />encourage or facilitate affordable housing, while protecting the ability of property to <br />appreciate in value. Pursuant to House Bill 1339 adopted during the 2020 Florida <br />Legislative Session, each AHAC must now annually complete this task. <br />In Indian River County, the first AHAC report was approved by the Board of County <br />Commissioners on November 19, 2008. Following submission of the initial AHAC <br />report, reports were required to be submitted triennially on December 31 every three <br />years. Therefore, the subsequent AHAC reports were approved on December 6, 2011, <br />December 9, 2014, and December 5, 2017. The next AHAC report must be submitted to <br />the FHFC by December 31, 2020. <br />According to Section 420.9076 (4) F.S., each AHAC report must give recommendations <br />on affordable housing incentives in the following areas: <br />A. The processing of approvals of development orders or permits, as defined <br />in s. 163.3164(7) and (8), for affordable housing projects is expedited to a <br />greater degree than other projects. <br />B. All allowable fee waivers provided for the development or construction of <br />affordable housing. <br />C. The allowance of flexibility in densities for affordable housing. <br />D. The reservation of infrastructure capacity for housing for very low income <br />persons, low income persons, and moderate income persons. <br />E. Affordable accessory residential units. <br />F. The reduction of parking and setback requirements for affordable housing. <br />G. The allowance of flexible lot configuration, including zero -lot -line <br />configurations for affordable housing. <br />H. The modification of street requirements for affordable housing. <br />I. The establishment of a process by which a local government considers, <br />before adoption, policies, procedures, ordinances, regulations, or plan <br />provisions that increase the cost of housing. <br />J. The preparation of a printed inventory of locally owned public lands <br />suitable for affordable housing. <br />K.
