November 15, 2016 <br />ITEM 14.E.2 <br />INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />INTER -OFFICE MEMORANDUM <br />TO: Members of the Board of County Commissioners <br />DATE: November 8, 2016 <br />SUBJECT: No Net Loss Policy for Ballfields <br />FROM: Tim Zorc <br />Commissioner, District 3 <br />Discussion Item: <br />As has been discussed at other Board of County Commission meetings, there are times <br />when Ballfields are sold to private owners or closed down. I would like to propose an <br />amendment to the Comprehensive Plan creating a "no net loss" policy for ball fields (i.e. <br />a 1 to 1 replacement at County owned parks and recreational areas). Through the <br />Comprehensive Plan, the Commission would provide that lost ball fields have to be <br />established in new comparable sites within the County. The County may limit the areas <br />where the new ballfields may be built, i.e. add fields to existing facilities. The "no net <br />loss" .policy will send a message that Indian River County is serious about the issue and <br />the provision of recreational activities for its citizens. <br />264 <br />
