Planning and Zoning Commission Action <br />On September 24, 2020, the Planning and Zoning Commission voted 5 - 0 to recommend that the <br />Board of County Commissioners approve this rezoning request (see Attachment 3). <br />Existing Land Use Pattern <br />As shown in Figure 2, the properties surrounding the subject site consists of pastureland, vegetated <br />sites, multiple -family residential uses, and a religious institution. Additionally, the subject site is <br />within close proximity to Indian River State College, and the State Road 60 and 66th Avenue <br />Commercial/Industrial node. The subject site contains two separate vacant parcels partially <br />vegetated with Brazilian Pepper trees and several large trees. <br />Figure 2 - Aerial Imagery Depicting the Subject Site and Adjacent Uses <br />Figures 3 and 4 show that the parcels directly to the south/southeast of the subject site are currently <br />zoned A-1, Agricultural District (up to 1 unit per 5 acres). To the southwest is the Point West <br />subdivision which is zoned PDTND, Planned Development Traditional Neighborhood Design. <br />The property to the north is currently zoned A-1, Agricultural 1 District (up to 1 unit per 5 acres) <br />and contains the Central Assembly of God religious institution. To the east, and adjacent to Subject <br />Property 1, is an approximately 9.5 acre parcel zoned A-1 (up to 1 unit per 5 acres) that parcel is <br />currently being used as pastureland and contains cattle. Further east is a parcel zoned RM -6 (up to <br />6 units per acre). Directly to the west is a parcel zoned RM -8 (up to 8 units per acre) which contains <br />the Lexington Club at Vero multi -family development. While Lexington Club is located on a <br />parcel zoned RM -8, the development density is greater than 8 units per acre. This is because, <br />Lexington Club received an Affordable Housing Density Bonus that increased its developed <br />density to approximately 9.5 units per acre. <br />18 <br />
