FH. <br />DEPARTMENTAL MATTERS <br />INDIAN RIVER COUNTY <br />IIM4if, 191:L101Bill MI <br />TO: Jason Brown <br />County Administrator <br />FROM: Suzanne Boyll <br />Human Resources Director <br />DATE: November 6, 2020 <br />SUBJECT: Addendums to Administrative Services Agreements — RX Benefits and Express <br />Scripts effective January 1, 2019, October 1, 2019, and January 1, 2020 <br />BACKGROUND: <br />Effective May 1, 2018, Indian River County Board of County Commissioners approved a <br />recommendation to carve -out the pharmacy benefit under the County's group health insurance <br />program from Florida Blue and select Express Scripts as the pharmacy benefit manager. <br />Administrative services for the pharmacy benefit are provided by RX Benefits. Since the initial <br />selection of Express Scripts, pharmacy pricing improvements have occurred and cost savings <br />programs have been implemented as approved by the Board of County Commissioners. The cost <br />savings programs are: <br />1. Low Clinical Value <br />2. High Dollar Claims Review <br />3. Manufacturers Assistance Program <br />4. Out of Pocket Protection Program <br />The attached addendums to the Administrative Service Agreement reflect these changes. Our <br />benefits consultant, Lockton Companies, has reviewed the addendums and does not have any <br />concerns with the addendums as presented. They reflect the programs and pricing that are in <br />place under our current programs. <br />FUNDING: <br />Funding. for the pharmacy benefit is included in the health plan trust fund (Account Number: <br />50412719-034586). <br />RECOMMENDATION: <br />Staff respectfully requests the Board of County Commissioners approve and.authorize the Board <br />Chairman to sign the administrative services agreement with RXBenefits after review and <br />approval by the County Attorney. <br />Attachments: <br />Addendum 1/1/2019 <br />Addendum 10/1/2019 <br />Addendum 1/1/2020 <br />63 <br />
