Szpyrka, P.E., Public Works Director <br />FROM: Eric Charest, Natural Resources Manager <br />SUBJECT: Grant Application for Funding Assistance from the State of Florida <br />Beach Erosion Control Program — FY 2021/2022 <br />DATE:, November 2, 2020 <br />DESCRIPTION AND CONDITIONS <br />On July 31, 2020, the County received notification from the Florida Department of <br />Environmental Protection (FDEP) that the Beach Management Funding Assistance Program <br />was accepting applications for the FY 2021-2022 Local Government Funding Requests (EGFR). <br />The County's LGFR application, submitted on September 30, 2020, requires an annual funding <br />resolution from the Local Sponsor. The County's application requested $7,322,869.20 in State <br />funding assistance for construction of the Sector 3 Beach and Dune Restoration Project.. This <br />request is split out over 2 years based on anticipated construction and monitoring timeframes, <br />with a FY 2021/2022 request of $5,058,390.84 and the FY 2022/2023 request of <br />$2,264,478.36. Staff is requesting these funds for construction related expenses for the Sector <br />3 project. Staff anticipates cost sharing to be 50% State and 50% County. Total requested <br />grant funding is $14,645,738.40; $7,322,869.20 State, and $7,322,869.20 County. <br />The purpose of this agenda is to request Board approval of the County funding resolution as <br />related to the Local Government Funding Request grant application. . <br />FDEP requires an annual resolution from local governments requesting funding assistance <br />through the FDEP Beach Management Funding Assistance Program. The Resolution does not <br />specify a specific dollar amount. However, the Resolution enables the Department to consider <br />the County's LGFR for Fiscal Years 2021/2022 and 2022/2023. <br />FUNDING <br />Local funding of Beach Restoration includes a portion of the Local Option Tourist Tax Revenue. <br />Funding for construction of the Sector 3 Beach and Dune Restoration project is available and <br />budgeted in the Beach Restoration Fund, Hurricane Matthew, Hurricane Irma and Hurricane <br />Dorian Account No. 12814472-066514-17001. <br />32 <br />
