Board of County Commissioners <br />Meeting Minutes - Final September 22, 2020 <br />14. COMMISSIONERS MATTERS <br />A. Commissioner Susan Adams, Chairman <br />14. A.1. 20-1977 Countywide Development, Visioning and Service Delivery <br />Recommended Action: Discussion <br />Attachments: Commissioners Memo <br />Chairman Adams requested that the Board engage in envisioning a holistic plan <br />to deal with the County's imminent growth and need for public works and <br />utilities services. The Commissioner cited examples of growing pains in <br />unincorporated areas of the County, as well as recent annexations by <br />neighboring municipalities. <br />Discussion ensued with Chairman Adams' suggestion that county staff return to <br />the Board with an outline of existing rules and regulations in order to identify <br />obstacles and opportunities in establishing a path for growth. <br />A motion was made by Vice Chairman Flescher, seconded by Commissioner <br />Zorc, to direct staff to prepare a report for future discussion on the burdens and <br />benefits of the development options today in the unincorporated areas of Indian <br />River County. The motion carried by the following vote: <br />Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner <br />O'Bryan, and Commissioner Solari <br />The Chairman called for a recess at 11:42 a.m., and reconvened the meeting at <br />11:50 a.m., with all members present. <br />B. C.1. 20-1913 Discussion on Compensation Procedures for Business Owners when County <br />Contractors Disrupt Commercial Activities <br />Discuss <br />Recommended Action: <br />Attachments: Commissioner's Memorandum <br />Commissioner Zorc raised concern for the businesses along 43rd Avenue and <br />State Road 60 which had experienced business disruptions and loss of revenue <br />due to that intersection's widening project. He cited the example of Mermaid <br />Vet Hospital which had experienced financial losses due to service disruptions <br />and inaccessibility to their office. <br />Indian River County Florida Page 16 <br />
