MEMORANDUM <br />TO: Board of County Commissioners <br />THROUGH: Robin Miller, Housing Program Manager <br />FROM: William K. DeBraal, Deputy County Attorney <br />DATE: September 17, 2020 <br />SUBJECT: Approval of Public Housing Agency 5 -Year and Annual Plan, <br />Administrative Plan, Certifications and Accompanying Resolution <br />Indian River County participates in various US Department of Housing and Urban <br />Development (HUD) programs. According to HUD guidelines, the County's Housing and <br />Rental Assistance Department meets the definition of a Public Housing Agency (PHA) which <br />makes the County eligible for federal housing funds. While federal regulations govern the <br />program, our participation satisfies the Housing Element contained in the County's <br />Comprehensive Plan, Chapter 7. <br />In order to comply with program guidelines, every 5 years the County must submit its <br />updated 5 -Year Plan to HUD. The PHA 5 -Year and Annual Plan updates the County's <br />existing Plan by revising goals to increase private sector program participation and provide <br />increased services to veterans. <br />The Administrative Plan for the Housing Choice Voucher Program, formerly known as <br />Section 8 Housing has also been updated to comply with HUD federal regulation changes. <br />Additionally, the Enterprise Income Verification System is being used to analyze client data <br />to verify income reported by applicants. <br />Federal regulations require the Board to approve by resolution the PHA 5 -Year and Annual <br />Plan. The Community Development Director is also required to sign the Civil Rights <br />Certification and the PHA Certifications of Compliance with PHA plans and Related <br />Regulations. The Five Year and Annual Plan, along with the Administrative Plan for the <br />Housing Choice Voucher Program referenced above and in the attached resolution consists <br />of hundreds of pages and can be viewed during regular business hours at the County <br />Attorney's Office. <br />134 <br />
