We have evaluated the bids received by the County as the Engineer -of Record. Based <br />upon the information provided by bidders, we recommend award of a construction contract to Great Lakes <br />Dredge and Dock Company, LLC (GLDD) for the Sector 7 Beach and Dune Restoration Project. <br />Note that: <br />• Four (4) bids were received for the Project; only two of the four bids were determined to be valid <br />by the County Purchasing Department in that each bidder submitted the information required by <br />the Bid Documents. <br />• The two valid bids are from the Great Lakes Dredge and Dock Company, LLC (GLDD) and the Rio - <br />Bak Corporation; GLDD proposes use of the offshore borrow area, and Rio -Bak Corporation proposes <br />use of an upland sand source. <br />• GLDD's Base Bid of $11,480,682 constitutes the low bid; Rio -Bak Corporation's Base Bid of <br />$11,947,000 constitutes the high bid. . <br />• GLDD's unit price for Bid Item 2: Furnish & Install Sand, is much lower than Rio -Bak Corporation's <br />unit price ($17/cy compared to $35/cy); however, their unit price for Bid Item 1: <br />Mobilization/Demobilization is significantly higher ($5.1M as opposed to $112,209). <br />• Both bids are comparable in unit price for Bid Items 3 through 6: Pay Profiles, Permit <br />Compliance/Turbidity Monitoring, Beach Tilling, and Furnish & Install Native Plants. <br />• Both bids are (18% to 23%) higher than our Opinion of Probable Cost; <br />• We have previously worked with GLDD on other projects; GLDD is broadly .known as a reputable <br />contractor with extensive and successful experience in beach nourishment. <br />If you have any questions, please contact me or Michael. <br />Sincerely, <br />COASTAL TECH - G.E.C., Inc. <br />('� -�"11.E <br />Charles "Tem" Fontaine III, P.E. <br />Vice President <br />Attachments: Bid Summary <br />cc: Michael Walther, CTC -GEC <br />Celebrating 33rd Anniversary <br />Coastal Engineering Economics a Energy - Environmental o GIS .
