n` <br />M. "Qualified Independent Consultant" shall mean one or more <br />qualified and recognized independent consultants, having favorable repute, skill <br />and experience, with respect to the acts and duties required of a qualified <br />independent consultant to be provided to the County, as shall from time to time <br />be retained by the County to perform the acts and carry out the duties herein <br />provided for such consultant. <br />N. "Record Date" shall mean the fifteenth (15th) day of the month <br />immediately preceding an interest payment date for the Bonds. <br />O. "Registered Owner", "Bondholder" or any similar term shall mean <br />any person who shall be the owner of any outstanding Bond or Bonds as shown on <br />the registration books of the County maintained by the Bond Registrar. <br />P. "Revenues" shall mean (1) the Assessments, (2) the interest, <br />prepayment charges and penalties received by the County in connection with the <br />Assessments, and (3) any other non -ad valorem receipts and revenues of the <br />County as the Board, by subsequent resolution, may pledge specifically in <br />connection with the Bonds. <br />Q. "Rockridge Wastewater System" shall mean the sewer system <br />acquired and constructed by the County in the Rockridge area of the County, the <br />costs of which, in part, have been paid from funds in the Impact Fee Trust Fund. <br />R. "Term Bonds" shall mean the Bonds, if any, that are stated to <br />mature on one date but which shall be subject to earlier retirement by operation <br />of the Bond Amortization Account. <br />Words importing the singular number shall include the plural number <br />and vice versa, and words importing persons shall include firms and corporations <br />or other entities. <br />SECTION 3. FINDINGS AND DETERMINATIONS. It is hereby found and <br />determined as follows; <br />A. It has heretofore been determined by the County to be necessary <br />and desirable for the protection of the public health, safety and welfare to <br />acquire and construct a sewerage system and certain sewer line extensions and <br />a certain low pressure grinder pump sewer system in the Rockridge area of the <br />County. <br />B. It has heretofore been determined by the County to be in its <br />best interest to levy the Assessments. <br />C. It is in the best interest of the County to issue the Bonds as <br />hereinafter provided. <br />- 3 - <br />
