4/16190(SPB02)LECAL(Vkb)CKE <br />RESOLUTION NO. 90-44 <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />BY ITS BOARD OF COUNTY COMMISSIONERS, TO THE <br />GOVERNOR AND LEGISLATURE OF THE STATE OF <br />FLORIDA, SUPPORTING THE GOVERNOR'S CALL FOR A <br />MAJOR EXPANSION OF FLORIDA'S WAR AGAINST <br />DRUGS. <br />BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA that the Board respectfully <br />requests the Governor and Legislature of the State of <br />Florida to go forward with their proposed expansion of <br />Florida's war against drugs, including: <br />1. <br />Appropriating $120 million in new <br />spending, <br />2. <br />Enacting tough new laws to impose <br />the death penalty for drug <br />kingpins, <br />3. <br />Expanding the state's existing <br />drug-free school zone programs, <br />4. <br />Utilizing the drug abuse resistance <br />education (DARE) program, <br />5. <br />Providing a drug-free work place <br />through mandatory drug resting and <br />other means, and <br />6. <br />Increasing penalties and fines <br />associated with improper use of <br />alcoholic beverages and alcoholic <br />related accidents. <br />BE IT FURTHER RESOLVED that the Board respectfully <br />requests that a balanced program of enforcement, prevention, <br />and treatment be established to cover the full range of <br />substance abuse issues, and <br />BE IT FURTHER RESOLVED that the Board supports the <br />work of the State Crime Prevention and Law Enforcement Study <br />Commission as well as the Governor's Drug Policy Task Force. <br />This resolution was moved for adoption by <br />Commissioner Wheeler, and the motion was seconded by <br />Commissioner Bird, and, upon being put to a vote, the vote <br />was as follows: <br />Chairman Carolyn K. Eggert Aye <br />Vice Chairman Richard N. Bird Aye <br />Commissioner Don C. Scurlock Aye <br />Commissioner Margaret C. Bowman Aye <br />Commissioner Gary C.
