MOTION WAS MADE by Commissioner Eggert, <br />SECONDED BY Commissioner Adams, to approve <br />staff's recommendation as set forth in the <br />memo. <br />Under discussion, Commissioner Adams asked what ran the bid <br />up, and County Engineer Roger Cain explained that market conditions <br />are different from when CR -512 was done because contractors are <br />busy now with other projects and asphalt costs are up along with <br />gasoline prices. In addition, when the CR -510 / CR -512 <br />intersection was done, CR -512 corridor improvements were included, <br />so they got a little economy of scale. In contrast, this is an <br />isolated project which tends to increase costs. He went on to say <br />that reworking and widening 66th Avenue from the intersection up to <br />Sebastian was included in the bid, but not technically part of that <br />budget. <br />Public Works Director Jim Davis explained they*had decided to <br />include resurfacing and construction of paved shoulders on the <br />half -mile section of 66th Avenue while the contractor is mobilized <br />because heavy hauling on the roadway in front of the Fischer mining <br />operation had aggravated the old paving. That part could be <br />eliminated as well as some sidewalk work and pipe replacement under <br />the existing road. That work had necessitated changing the <br />contract plans a little and going back out to the bidders to try to <br />reduce the cost. <br />Commissioner Adams asked if the intersection at 66th Avenue <br />would be paved all the way to Barber Street, and Mr. Cain replied <br />it would be paved to the city limit, just south of Barber Street. <br />Commissioner Adams suggested that perhaps some of those costs could <br />be negotiated down, and Mr. Cain responded it could be done to some <br />extent, but not on something unusual. He added that when bids come <br />in higher than anticipated, it is customary to make some changes, <br />if necessary, and rebid. <br />Commissioner Tippin commented that if there's some way to get <br />the cost down, the difference would buy us a couple more bridges <br />that we need desperately. <br />Commissioner Adams agreed, if that is what we need to do to <br />get that intersection done. Mr. Cain commented that the <br />intersection was supposed to be done in order to get the approval <br />of the high school, so it is needed. <br />41 <br />BOOK F' <br />May 23, 1995 <br />
