INDIAN RIVER COUNTY PEP REEF <br />The Board reviewed a Memorandum of May 18, 1995: <br />TO: James E. Chandler, <br />County Administrator <br />THROUGH: James W. Donaldson, P.E., <br />Coastal Engineer <br />SUBJECT: Indian River County PEP Reef <br />Construction Notice to Proceed <br />DATE: May 18, 1995 FILE: REEFNTP . AGN <br />DESCRIPTION AND CONDITIONS <br />The Florida Department of Environmental Protection, Bureau of <br />Beaches and Coastal Systems has issued a draft permit for the <br />installation for the PEP Reef project. Staff has requested the <br />DEP modify Specific Condition No. 2.4, so that the County may <br />proceed with the installation of the Breakwater without having to <br />complete the Historical Shoreline Erosion Study prior to <br />installation. The Coastal Engineering Research Center (.CERC) has <br />already incorporated this study into. the Test Plan and will have it <br />completed before the first annual survey report. Staff has <br />completed. the necessary modifications to the Test Plan and has <br />submitted it to the DEP for final approval. Acceptance of the Test <br />Plan and approval of the specific condition modifications allow the <br />DEP to sign the permit. Staff does not know of any obstacles that <br />would prevent the permit from being signed. <br />The US Army Corps of Engineers (USACOE) permit was delayed pending <br />a report from the State Historical Officer. The State Historical <br />Officer has issued a favorable report to the USACOE, Jacksonville <br />District and does not object to the placement of the Reef. However, <br />they would like five anomalies investigated prior to installation <br />or provide buffer around those anomalies. The archeologist that - <br />was subcontracted by American Coastal Engineering, Inc. does not <br />-feel that any significant objects are to be found there other than <br />modern debris. Staff has corresponded with the Jacksonville <br />District and they are requesting six anomalies be investigated or <br />provide a 150' no construction buffer. A 150' buffer would <br />eliminate approximately 1/4 of the project therefore, staff has <br />requested American Coastal Engineering, Inc. determine the time and <br />expense for this added survey. Staff is confident that this survey <br />-can be accomplished in time for the Army Corps to issue a <br />prior to August 1995. Permit <br />DEP staff has approved the Erosion Control Line survey and has <br />scheduled it to be signed within the next -two weeks. The County* <br />will then be required to record this as a plat. In addition, DEP <br />staff has reviewed and approved the description of easement for the <br />state submerged land that is to be occupied by the reef units. <br />This easement is to be granted within the next two to four weeks. <br />43 <br />May 23, 1995D UPALS <br />
