SOLID WASTE DISPOSAL DISTRICT <br />RE8OLIITION NO. 90-166 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF IN- <br />DIAN RIVER COUNTY, FLORIDA, URGING THE GOVERNOR AND LEG- <br />ISLATIVE LEADERSHIP IN FLORIDA TO ESTABLISH A RECYCLING <br />MARKETS RESOURCE TASK FORCE. <br />WHEREAS, Indian River County generates approximately 155,000 <br />tons of solid waste a year; and <br />WHEREAS, recycling is a valuable tool in prolonging the life of <br />our natural resources and in providing more efficient use of ex- <br />isting resources; and <br />WHEREAS, recycling is a method to prolong the life of land fills <br />throughout the state and country; and <br />WHEREAS, in 1988, the Florida State legislature mandated through <br />the Solid Waste Act that all counties recycle 30 percent of <br />their solid waste by 1994; and <br />WHEREAS, there is a growing momentum on the federal level to <br />legislate increased recycling; and <br />WHEREAS, recycling will only work if markets exist for recycla- <br />ble products. <br />NOW THEREFORE BE IT RESOLVED BY THE INDIAN RIVER COUNTY BOARD OF <br />COUNTY COMMISSIONERS THAT: <br />The Governor and Legislative leadership in Florida are encour- <br />aged to establish a Recycling Markets Resource Task Force, whose <br />purpose shall be to determine what actions, if any, are needed <br />to facilitate the development and expansion of markets for re- <br />covered materials in the state of Florida. <br />This Task Force should include representation from the paper, <br />glass, aluminum, plastic, ferrous and non-ferrous metals indus- <br />tries and trade associations which are active in recycling. <br />Said Task Force should also include elected representatives of <br />county and municipal government. <br />The foregoing Resolution was offered by Commissioner Scurlock <br />who moved its adoption. The motion was seconded by Commissioner <br />Wheeler and, upon being put to a vote, the vote was <br />as follows: <br />Chairman, Carolyn Eggert Aye <br />Vice Chairman, Dick Bird Absent <br />Commissioner Margaret C. Bowman Aye <br />Commissioner Doug Scurlock, Jr. Aye <br />Commissioner Gary C.
