Ordinance.- <br />D. The ownersofthe properties to be assessed were given <br />notice of the time and place of the public meeting by regular <br />first class mail on February 3, 1989 (at least ten days prior <br />to the hearing) as required by Section 4.02 of the Ordinance. <br />E. The Council on February 22, 1989 at 7:00 p.m. conducted <br />the public hearing and duly considered any and all complaints <br />made as to the Project and/or Assessments. <br />SECTION 3. The Assessments.shown on the attached assessment <br />roll are hereby approved and confirmed and shall remain legal, <br />valid and binding first liens against the properties assessed <br />until paid in full. <br />SECTION 4. The City Clerk is hereby directed to record the <br />Assessments in the appropriate lien book of the City which shall <br />constitute prima facie evidence of the validity of the <br />Assessments. <br />SECTION 5. All resolutions or parts of resolutions in <br />conflict herewith are repealed. <br />SECTION 6. This resolution shall take effect immediately <br />upon its adoption. <br />The foregoing Resolution was moved for adoption by <br />Councilman The motion was seconded by Councilman <br />and, upon being put to a vote, the vote was as <br />follows: <br />Mayor Richard B.
