To date, I have been unable to give these <br />homeowners and property owners a good answer to this question. Quite frankly, I do not <br />believe there is a good answer to this question. <br />Although all of the decisions that the County Commission make have an impact on the <br />lives of its citizens, land use and zoning decisions have the potential of having the largest impact <br />since in many cases these decisions adversely impact the "backyards" of these citizens. Effective <br />public participation (which is more important than just providing legal notice of a public hearing) <br />cannot be achieved in Indian River County during the summer months when the concerns of a <br />large portion of the citizens cannot be heard.
