Boa 95 PALE 277 <br />that, even though it might seem that when something comes up, the <br />groups are out of town;. these groups choose to be out of town, and <br />the year-round residents choose to stay here. She believed that <br />the Board would be alert to a purposeful effort by a group to stall <br />a particular zoning change. <br />Commissioner Eggert then questioned whether December is the <br />next time LDRs come forward, and Director Boling responded that the <br />County does not have any particular window for these changes but <br />staff tries to group them together about twice a year. <br />Commissioner Eggert stated that most of the parttime residents <br />are gone by April 15th and do not come back before the 1st of <br />November, with quite a few not returning until January. If the <br />Board meets approximately every 6 months to consider LDR <br />amendments, one of the dates has got to fall in the period that the <br />groups are away. However, regarding the amendment in question, <br />people became aware of the proposed changes very early on. There <br />has been a voluminous correspondence, a lot of conversation with <br />staff, with Planning & Zoning Commissioners, and with County <br />Commissioners. She has had endless telephone calls on her <br />answering machine every day and cannot even spend a quiet Sunday <br />morning. Commissioner Eggert expressed her opinion that there is <br />no question of these groups not knowing about the changes and <br />emphasized that the Board could not set these public hearings for <br />the convenience of one particular group. <br />Vice Chairman Adams thanked Mr. Henn for the proposed revision <br />and advised that the County Attorney nor staff have had an <br />opportunity to examine this. She suggested that Mr. Henn could <br />submit the revisions at the next regular LDR hearings. <br />Mr. Henn responded that he is not asking anyone to stop <br />submitting applications for land development permits, special <br />exceptions or rezoning. His concern is that certain people wait - <br />until the summer months to make controversial applications which <br />should properly be held when there is effective public <br />participation. <br />Commissioner Eggert commented that this is not an overnight <br />process. She is facing some surgery later in the year and does not <br />want to be away for LDR or Comp. Plan hearings, if possible. It <br />would appear that the next LDR amendments will be coming up in <br />December which is really a good time for her. <br />60 <br />MAY 319 1995 <br />M <br />
