Clearing of specific building sites shall not commence until <br />the developer is ready to build the building or buildings to <br />be located in that site unless seeding and mulching of <br />disturbed areas are undertaken within 30 days of completion <br />of clearing work. Such stipulations shall be included on any <br />and all county land clearing permits for clearing on the <br />entire subject site. <br />8. During land clearing and site preparation, wetting operations <br />or other soil treatment techniques appropriate for control- <br />ling unconfined emissions, including seeding and mulching of <br />disturbed areas, shall be undertaken and implemented by the <br />developer to the satisfaction of Indian River County and the <br />Florida Department of Environmental Regulation.
