'Water -saving plumbing devices shall be used to the maximum <br />extent feasible in all residential and nonresidential con- <br />struction to reduce water consumption and waste. <br />WASTEWATER <br />21. Prior to site plan release and the issuance of any building <br />permits for Harbor Town Center, the developer shall provide <br />evidence from the Indian River County Department -of Utility <br />Services to the Indian River County Planning Department that <br />adequate wastewater capacity, service/distribution and <br />collection infrastructure, and adequate provisions for <br />effluent disposal, will be available to collect, treat and <br />dispose of the wastewater generated by this development. As <br />a condition to obtaining wastewater treatment service the <br />developer shall pay water impact fees chargeable at the time <br />service is requested and shall further pay for line exten- <br />sions, and any other needed infrastructure improvements, as <br />required, subject to impact fee credits and refundable <br />advance agreements as may be applicable. <br />SOLID WASTE <br />22. As part of any site plan application for any portion of the <br />project, the developer shall submit a solid waste recycling <br />plan approvable by the County Department of Utility Services. <br />HAZARDOUS MATERIALS AND WASTE <br />23. Prior to site plan release and issuance of any building <br />Permits for Harbor Town Center, the developer shall prepare <br />or cause to have prepared a hazardous materials management <br />plan which shall be reviewed and approved by Treasure Coast <br />Regional Planning Council in consultation with Indian River <br />County, St. John's River Water Management District, and <br />Florida Department of Environmental Regulation.
