RESOLUTION NO. 89-31 A <br />RESOLUTION ESTABLISHING THE DEVELOPMENT ORDER <br />APPROVING THE HARBOR TOWN CENTER DEVELOPMENT OF <br />REGIONAL IMPACT. <br />A Resolution of the County Commission of Indian River County, <br />Florida, making findings of fact and conclusions of law pertaining <br />to Harbor Town Center, a Development of Regional Impact, and <br />constituting this Resolution as a Development Order by Indian <br />River County in compliance with law; providing an effective date; <br />and providing a termination date. <br />WHEREAS, The Shopco Group has filed a Development of Regional <br />Impact Application for Development Approval with Indian River <br />County, Florida, in accordance with• Section 380.06, Florida <br />Statutes; and <br />WHEREAS, said Applicant proposes to construct 747,000 square <br />feet of gross leasable area of retail space and 64 residential <br />units, constituting a Development of Regional Impact on the real <br />property legally described in Exhibit "A" attached hereto and <br />located in Indian River County, Florida; and <br />WHEREAS, the County Commission as the governing body of <br />Indian River County having jurisdiction, pursuant to Chapter 380, <br />Florida Statutes, is authorized and empowered to consider Applica- <br />tions for Development Approval for Developments of Regional <br />Impact; and <br />WHEREAS, the County Commission on the 28th day of February, <br />1989, held a duly noticed public hearing on the Development of <br />Regional Impact Application for Development Approval and has heard <br />and considered the testimony taken thereat; and <br />WHEREAS, the County Commission has received and considered <br />the assessment report and recommendations of the Treasure Coast <br />Regional Planning Council; and <br />WHEREAS, the County Commission has made the following FIND- <br />INGS OF FACT and CONCLUSIONS OF LAW with regard to the Application <br />for Development Approval: <br />-1- <br />
