i. Other Rehabilitation Loan requirements: <br />Rehabilitation loans shall be provided consistent with the requirements of the <br />County's Minimum Standards for Rehabilitation of Residential Properties document. <br />Rehabilitation loans will not be awarded for rehabilitation work completed prior to <br />the county loan approval. <br />For additional information please see the Indian River County Guidelines and <br />Procedures for Implementing Strategies of Local Housing Assistance Plan <br />document. <br />Residential Construction Hurricane Mitigation (RCMP): <br />The county will match SHIP funds with My Safe Florida Home Funds for hurricane <br />resistant retrofit improvements to owner occupied site built homes to reduce <br />potential future hurricane damage. If applicable, the county shall advertise the <br />availability of My Safe Florida Home funds, accept applications from very low, low, <br />and moderate income homeowners with homestead exemptions for homes that have <br />insured values not exceeding$294,601 (SHIP program maximum). Applications will <br />be reviewed on first qualified, first served basis. <br />Eligible retrofit improvements work activities include the following: <br />1. Improving the strength of the roof deck attachment <br />2. Creating a secondary water barrier to prevent water intrusion <br />3. Improving the survivability of the roof covering <br />4. Bracing gable -ends in the roof framing <br />5. Reinforcing roof -to -wall connections <br />6. Upgrading exterior wall opening protections <br />7. Upgrading exterior doors <br />B. Purchase Assistance with Rehabilitation Loans Code I <br />a. Summary of Strategy: SHIP funds will be awarded for downpayment and closing <br />costs as well as principal reduction to households to purchase an existing home. An <br />existing home must be in need of rehabilitation. <br />Prospective homebuyers must qualify as a First Time Homebuyer under the HUD <br />definition: An individual who has had no ownership in a principal residence during <br />the 3 -year period ending on the date of purchase of the property. This includes a <br />spouse (if either meets the above test, they are considered first-time homebuyers). A <br />single parent who has only owned with a former spouse while married. An <br />individual who is a displaced homemaker and has only owned with a spouse. An <br />individual who has only owned a principal residence not permanently affixed to a <br />permanent foundation in accordance with applicable regulations. An individual who <br />has only owned a property that was not in compliance with state, local or model <br />building codes and which cannot be brought into compliance for less than the cost <br />of constructing a permanent structure. <br />b.
