Board of County Commissioners Meeting Minutes - Final November 17, 2020 <br />12.6.1. 20-2104 Designation of Trane U.S. Inc., as Sole Source Provider for Installation of <br />Bi -Polar Ionization System <br />Recommended Action: Staff recommends the Board of County Commissioners declare Trane U.S. Inc., <br />as the County's sole source provider for the installation of Bi -polar Ionization <br />systems buildings that are currently part of the Trane control system utilized by <br />the County. Staff also recommends that the Board of County Commissioners <br />authorize Purchasing to issue a Purchase Orders for the installation of Bi -polar <br />Ionization systems in Buildings A & B ($49,241), for the Emergency <br />Operations Center ($15,676), the iG Facility ($16,812), and the County <br />Courthouse ($92,770). <br />Attachments: Staff Report <br />Trane Proposal for the Courthouse <br />Trane Proposal for Buildings A & B <br />Trane Proposal for the EOC <br />Trane Proposal for the IG Recreation Facility <br />Statement Regarding Lobbying <br />Public Works Director Rich Szpyrka appeared before the Board to request <br />approval for installation of a Bi -polar Ionization air purification system in <br />county buildings. Director Szpyrka explained the rationale for designating <br />Trane US Inc.(Trane) as the sole source provider, and noted that the funding for <br />the system would be made available through the Coronavirus Aid, Relief, and <br />Economic Security (CARES) Act funding. <br />Discussion ensued regarding the system's benefits and the proprietary nature of <br />Trane's technology. <br />A motion was made by Commissioner Earman, seconded by Chairman Flescher, <br />to approve staffs recommendation. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Earman, and Commissioner Moss <br />The Chairman called a recess at 12:19 p.m., and reconvened the meeting at 12:28 <br />p.m., with all members present. <br />H.
