Potential Impact on Environmental Quality <br />Staff's position is that the requested zoning change will not <br />negatively impact the environmental quality of this previously <br />disturbed site. Since the property has been cleared, county native <br />upland preservation regulations do not apply. Based upon its <br />analysis, staff has determined that the environmental impacts of <br />development of the subject property will be the same under either <br />the current CL zoning or the requested OCR zoning. <br />Conclusion <br />The requested zoning is compatible with the surrounding area, <br />consistent with the goals, objectives, and policies of the <br />comprehensive plan, and meets all applicable concurrency criteria. <br />The subject property is located in an area deemed suitable for a <br />mix of office, restricted commercial, and residential uses. The <br />request meets all applicable criteria. Staff supports the request. <br />Recommendation <br />The Planning and Zoning Commission and staff recommend that the <br />Board of County Commissioners approve this request to rezone the <br />subject property from CL to OCR. <br />Community Development Director Robert Keating commented that <br />he didn't know anybody that is against this request for rezoning. <br />Chairman Macht opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />John MacLean, 139 Anchor Drive, recalled that last summer 980 <br />of the people in the Moorings were in favor of this rezoning. He <br />noted that the total value of this property will be higher than if <br />it had developed with a supermarket, etc. He emphasized that the <br />tax base will increase also. <br />Ed Goldman, current president of the Moorings Property Owners <br />Association, confirmed that the membership is greatly in favor of <br />this rezoning. <br />Keith Pelan of Urban Resource Group commented on what a <br />difference it months can make.
