Previous InvessUgatiotut <br />An mddves search and site inspection were conducted <br />during 1993 and 1994 by the U.S. Amry Corps of <br />Engineers. The archives search report concluded that no <br />evidence indicates that any chemical warfare agents were <br />left at the base. it was likely, however, that conventional <br />ordnance or explosive waste remains at the former Ft. <br />Pierce NA7B site in the following areas: <br />1. Engineer Board Area; <br />2. Navel Demolition Research unit; <br />3. Swamp Area New Demolition Research Unit; <br />4. Suspected Burial Site, New Sands Condtmdniums; <br />S. Beach Obstacles. North Hutchinson island; <br />6. Artillery Range Bunkers; <br />7. South Island Bombing Range; and <br />8. Ocean Areas. Ft. Pierce itis Jetties. <br />Current Investigation <br />Based on information gathered and through discussions <br />with their contractor, Environments] Science & <br />Engineering, Inc. (ESE), the Corps of Engineers chose <br />three sites for further investigation. Two of tie three <br />sites were part of the Beach Obstacles am (Areas A <br />and B); the third was the Suspected Bads] Site, New <br />Sands Condominiums (Arco C). The map on am next <br />page shows the location of tact arem. <br />Pmject Dewrlptlon <br />In March 1995, the Corps of Engineers began the site <br />characterization for fornmr FL Pierce NATB. <br />Information obtained from tie site characterization <br />activities will be used in developing the Engineering <br />Evaluation/Cost Analysis (EEICA). The purpose of the <br />EEICA Is to determine the extent and mature of ordnance <br />contamination, evaluate alternatives to reduce the risk to <br />public safety, and select the best way to achieve this <br />objective at the site. Based on the findings of the site <br />characterization. any necessary remedial action will be <br />scheduled. The first phase was a survey to determine the <br />extent of ordnarcecontamination at the former Ft. Pierce <br />NATB. Two Corps of Engineers organizations are <br />Involved with this activity. Jacksonville District <br />(Jacksonville. F7.) gnd Huntsville Division (Huntsville, <br />AL). The Jacksonville District is responsible for the <br />geographic area where the forcer militay Installation is <br />located, and the Huntsville Division is the Cepa of <br />Engineers' Center of Expertise for Ordnance and <br />Explosive Waste Engineering. During this phase of the <br />project, the Huntsville Division contractor, ESE of <br />Gainesville. R. has subcontracted with EOD <br />Technology, inc. (EODT) of Knoxville, TN, and ADI <br />Services of Huntsville, AL, to conduct the actual site <br />investigation. The Corps of Engineers expects the draft <br />EEICA to be released before the end of 1995. <br />Survey Results <br />During March 1995, three meas of the former Ft. Pierce <br />NATB were surveyed using magnamacters. The <br />magnetometer is a highly sensitive metal detector that <br />looks for changes in underground magnetic fields to <br />determine if iron -based metallic objects are present. At <br />one of the three areas, the metallic objects detected were <br />dug up to determine whetter the objects were from the <br />military. <br />The following three meas were investigated; <br />Area A Two undeveloped Iota (combined area slightly <br />more than I acre) In the Sears Cove and <br />Surfside Estates subdivisions east of <br />Route Al A nem Porpoise Point, North <br />Hutchinson Island, Indian River County; <br />Area B Two undeveloped lots (combined area of <br />1 acre) east of Route AiA and approximately <br />I mile north of the Treasure Cove <br />Condominiums (at entrance to Queen's Cove <br />Subdivision), North Hutchinson island, St. <br />Lucie County; and <br />Area C Approximately Irl acre east of The Sands <br />condondniumsrwhich is located on the east <br />side of Route AiA nem the southern end of <br />North Hutchinson Island. St. Gude County. <br />In Area B. all magnetic anomalies were exposed and <br />Identified. No ordnance or debris from WWII was found <br />in Areas B or C. <br />in Area A, WWII military debris was discovered lying on <br />the surface of both parcels surveyed. Magnetic <br />anomalies, indicating subsurface metallic items, were <br />also detected by the magnetometer. These anomalies <br />were not exposed and identified because of the proximity <br />of residences and major thoroughfares. To safely bxpose <br />and identify these items, it would have been necessary to <br />evacuate some residences and temporarily close <br />Route AiA. <br />• former ft. 11A16 • Former fr.
