Before going in and digging up the site, Mr. Davis felt it was <br />incumbent for them to come to Indian River County and talk to the <br />County Commission because there is a low risk of finding any <br />ordnance in the developed area. <br />Mr. Davis recalled that in December, 1993, 30 -inch shell <br />without a fuse was discovered on a construction site off Anglers <br />Cove and was determined to be a World War II -era bomb. The <br />.ordnance was taken to Patrick Air Force Base south of Cocoa Beach. <br />Commissioner Adams asked if this was the way the government <br />gets rid of any further liability, but Mr. Davis couldn't really <br />say because even attorneys cannot agree. When they leave a site, <br />that doesn't mean they would not come back later and deal with any <br />ordnance that might be discovered. <br />After lengthy discussion, the Board felt the best thing to be <br />done would be to workshop that area with staff and come back and <br />get input from the people in those areas. <br />Administrator Chandler noted that another important area is <br />Area A, Floralton Beach and the Moorings. He stressed that staff <br />feels that more guidance is needed from the Corps on what needs to <br />be done in this case. <br />Mr. Davis proposed that the Corps' staff work with County <br />staff on the two sites discussed this morning. <br />Commissioner Eggert thought it would be irresponsible for us <br />not to have an immediate educational program to get this out to the <br />people, and Commissioner Adams suggested that the hand-out be made <br />available in the Building Department and the Planning Department. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously approved <br />setting up a workshop and preparing a one-page <br />public awareness sheet to get out to the people in <br />that specific area. <br />Mike Vanatta, president of the South Beach Property Owners <br />Association, advised that they want to be involved in this issue. <br />BOOK 95 PAGE.323 <br />45 <br />June, 6 1995 <br />
