CONSENT <br />INDIAN RIVER COUNTY, FLORIDA v� <br />MEMORANDUM <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jason Brown, County Administrator <br />THROUGH: Tad Stone, Director <br />Department of Emergency Services <br />FROM: Mercedes Laney, Radiological Emergency Analyst <br />Department of Emergency Services <br />DATE: December 18, 2020 <br />SUBJECT: Approval of FY 2020/2021 and FY 2021/2022 Radiological Emergency <br />Preparedness Agreement (REP Grant) <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the Board of County Commissioners at its regular meeting. <br />DESCRIPTION AND CONDITIONS: <br />Since 1998, every other year, representatives from the Florida Power and Light (FP&L) Company <br />and the Indian River County Department of Emergency Services negotiate the Radiological <br />Emergency Preparedness Agreement (REP Grant). The agreement is predicated on responsibilities <br />defined by the United. States Nuclear Regulatory Commission in Rule 10 CFR parts 50 and 70, <br />NUREG0654 and FEMA- REP- 1, Revision 1 "Criteria for the Preparation and Evaluation of <br />Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants". <br />During the negotiations this year an agreement was reached wherein Indian River County will <br />receive $105,553 for FY 2020/2021 and $105,553 for FY 2021/2022 from FP&L. The grant funds <br />enable the County to carry out its responsibilities as provided in the above referenced authorities. <br />ALTERNATIVES AND ANALYSIS: <br />The Agreement provides for the County to participate in the following emergency planning and <br />preparedness activities: <br />1. Recurring maintenance and major revisions to the local radiological preparedness plans <br />and implementing procedures for the County as required by Federal Emergency <br />Preparedness Requirements. <br />2. Participation in state and federal radiological exercises. <br />3. Provides for a full-time REP Analyst position to maintain plans for evacuation, improve <br />procedures for the reception and decontamination centers, and to update shelter surveys <br />required for a host county. <br />4. Provide funds for administrative services related to REP planning and training. <br />105 <br />
