Brown, County Administrator <br />THROUGH: Tad Stone, Director <br />Department of Emergency Services <br />FROM: Maria Resto, Emergency Services Manager <br />DATE: December 23, 2020 <br />SUBJECT: Approval of Renewal of the 800 MHz Communications System Master Service <br />Agreement with Communications International, Inc. <br />It is respectfully requested that the information contained herein be given formal consideration <br />by the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Since the completion of the 800 MHz radio system project in 1996, Communications <br />International Inc., the factory -certified regional service partner of the manufacturer, has provided <br />the daily maintenance for the radio system. <br />On March 1, 2011, the Board designated Communications International, Inc. as the County's <br />Sole Source Provider for the 800 MHz Communications System Service. To guarantee continuity <br />of essential services, the County requires Communications International, Inc. to have certified <br />service technicians available twenty-four (24) hours a day for immediate repairs. <br />Communications International is the only regional vendor qualified to perform the maintenance <br />and repairs. <br />The approved contract for FY 2015/2016 (Contract Number CI -10-146) provided for renewal or <br />extension of the contract in one (1) year increments for a total of five (5) years upon mutual <br />consent of the parties. The renewal options for the FY 2015/2016 contract have been exhausted <br />and a new contract is needed for FY 2020/2021. The terms and conditions of the proposed <br />contract will remain the same as the previous one with increases/decreases in annual <br />maintenance costs only due to additional equipment for the P25 Project, and South Urban <br />Consumer. Price Index (CPI) adjustments. <br />FUNDING: <br />The South Urban Region CPI is used to annually adjust the cost of the maintenance and service <br />agreement. The CPI for FY 2020/2021 is 1.90%. <br />178 <br />
