MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: Dylan Reingold, County Attorney <br />DATE: October 9, 2020 <br />SUBJECT: Resolution Authorizing the Community Development Director or his Designee to Endorse <br />Insurance Checks Associated with County Housing Programs <br />BACKGROUND. <br />Indian River County has various housing programs such as the State Housing Initiative Partnership (SHIP) <br />Program and the Neighborhood Stabilization Program (NSP) in which mortgage documents require that <br />when funds are loaned to participants in these programs, the participant must maintain homeowner <br />insurance and name Indian River County as a mortgagee in their policy. In 2004, after Hurricanes Frances <br />and Jeanne, the Indian River County Board of County Commissioners adopted a resolution authorizing the <br />Community Development Director or his designee to endorse insurance checks relating to SHIP homes <br />under different scenarios. <br />The County Attorney's Office has drafted the proposed resolution to allow for the delegation outside the <br />scope of those named storms and also expand the applicability to include other County housing programs, <br />such as the NSP. Otherwise, the delegation and endorsement process would be the same. <br />FUNDING. <br />There is no funding associated with this agenda item. <br />RECOMMENDATION. <br />The County Attorney's Office recommends that the Indian River County Board of County Commissioners <br />adopt the proposed resolution delegating authority to the Community Development Director or his <br />designee to endorse insurance checks relating to County housing programs as set forth in the resolution. <br />ATTACHMENTS <br />Proposed Resolution <br />Resolution 2004-134 <br />79 <br />
