Contract #36528 <br />ATTACHMENT A - STATEMENT OF WORK <br />MOORHEN MARSH LOW ENERGY AQUATIC PLANT SYSTEM PROJECT <br />I. INTRODUCTION/BACKGROUND <br />The State of Florida General Appropriations Act FY 2021 provides funding under line item 1641A to the <br />District for water quality projects that reduce nutrients, total phosphorus (TP) and total nitrogen (TN) and <br />restore flow to the Indian River Lagoon (IRL). <br />On November 18, 2020, the Florida Department of Environmental Protection (FDEP) endorsed projects <br />on the District's scored and ranked project list. At its December 8, 2020 meeting, the Governing Board <br />approved Recipient's proposal for cost -share funding. <br />Indian River County (Recipient) requested funding for their Moorhen Marsh Low Energy Aquatic Plant <br />System (LEAPS) project (Project) for the not -to -exceed amount of $1,250,000, towards the estimated <br />construction cost of $5,500,000. The Recipient is located in Indian River County. <br />II. OBJECTIVES <br />The objective of this contract is to provide cost share dollars that will enable the Recipient to provide a <br />water quality benefit to the IRL by significantly reducing the nitrogen and phosphorus nutrient load to the <br />IRL. <br />III. SCOPE OF WORK <br />The Recipient will construct a system to treat water from the Indian River Farms Water Control District's <br />North Relief Canal. The system is based on water treatment and nutrient recycling technology oriented <br />around the cultivation of select aquatic plans within an engineered platform. The system will use aquatic <br />vegetation to remove nutrients and settable suspended solids from canal water. The nutrient sludge <br />precipitate in the aquatic vegetation scrubber basins will be collected and dried. The water in the basins <br />will be reoxygenated before being discharged back into the canal. The aquatic vegetation will be <br />harvested regularly using a long reach excavator. The harvested vegetation will be composted if possible <br />or mixed with other vegetation or disposed of at the landfill. The sludge may be used as a landfill cover <br />soil supplement. <br />IV. PROJECT ADMINISTRATION AND DELIVERABLES <br />The Recipient shall be responsible for the following: <br />• Complete and obtain final project design, construction plans, and specifications; <br />• Obtain all required permits, including right of access to the project sites, related to project <br />construction and subsequent operation and maintenance of the completed work; <br />• Assure compliance with all permits and permit conditions; <br />• Provide procurement for project construction; <br />• Perform supervision and inspection of construction; <br />• Perform construction contract administration; <br />• Assure compliance with cost accounting practices and procedures required for reimbursement of <br />cost share funds expended. <br />- 11 - <br />
