Environmental Specialist <br />SUBJECT: Sector 5 Beach and Dune Restoration Project (IRC1923) APTIM, Work <br />Order No. 2018029-8, Year 1 Post -Construction Environmental <br />Monitoring <br />DATE: February 3, 2021 <br />DESCRIPTION AND CONDITIONS <br />On April 3, 2018, the Board approved a contract with APTIM Environmental & Infrastructure, LLC. <br />(APTIM) for professional coastal engineering and biological support services related to the <br />management and restoration of the Sector 5 (City of Vero Beach) beach project area. The Sector <br />5 project area is a 3 -mile section of shoreline that extends just north of Tracking Station Beach <br />Park south to the Gables Oceanfront Condominiums and sustained damages from Hurricanes <br />Matthew (2016) Irma (2017) and Dorian (2019). Construction of the large-scale beach and dune <br />nourishment project was completed February 2020. <br />Regulatory permits issued for the beach restoration activities identify post -construction related <br />monitoring to be performed on a set schedule for several years following completion of <br />construction. These monitoring activities are evaluated to demonstrate compliance with permit <br />conditions. In the case of the Sector 5 Beach and Dune Restoration project, post -construction sea <br />turtle and shorebird nest monitoring is required with certain requirements beyond the County's <br />routine Habitat Conservation Plan (HCP) data collection and reporting activates. Post -construction <br />monitoring also includes the biological monitoring of the nearshore hardbottom resources <br />adjacent to the project area, which is not part of the County's routine semi-annual physical surveys <br />or HCP monitoring. <br />The proposed Work Order No. 2018029-8, in the amount of $163,346.27, provides professional <br />services for permit required year 1 post -construction environmental monitoring including: <br />• Year 1 Post -Construction Biological Monitoring of Nearshore Hardbottom (Task 1) <br />• Year 1 Post -Construction Monitoring of Sea Turtle and Shorebird Nesting (Task 2). <br />44 <br />
