Brown, County Administrator <br />From: Vincent Burke, PE, Director of Utility Services <br />Prepared By: Duke Hawkins, Assistant Operations Manager <br />Subject: TV Truck Buyback Option with Envirosight <br />Background: <br />In March 2020, the Indian River County Department of Utility Services (IRCDUS) accepted delivery of <br />certain closed circuit television (CCN) equipment from Envirosight Products Group, Inc. (Envirosight). <br />Envrosight retrofitted the existing N truck chassis with new CCN Equipment. The total cost of the <br />retrofit was $258,290.85. Of that amount, $239,348.93 actually covered the cost of the equipment. <br />Analysis: <br />Within a week of the delivery date, IRCDUS began experiencing problems with the equipment. During <br />most of the 11 months that IRCDUS owned the retrofitted truck, the equipment has been mostly <br />inoperable. Although the truck was returned to Envirosight repeatedly for warranty work, the truck <br />remained mostly inoperable. Since October 9, 2020, the truck has been completely inoperable. A N <br />truck is a vital piece of equipment needed in order to properly assess, record, and identify sewer system <br />conditions in order to maintain the system in good working order and to avoid sanitary sewer overflows. <br />The contract under which IRCDUS purchased the equipment included a Buyback Option under which the <br />vendor is obligated to buyback the equipment for 70% of the cost, if at any time the purchaser is not <br />satisfied with its performance. <br />Funding: <br />At this time, staff is seeking Indian River County Board of County Commissioners (BCC) approval to <br />exercise the buyback option. It is staff's intention to utilize the funds received towards the purchase of <br />new CCN equipment from a different vendor. <br />Recommendation: <br />Staff recommends that the Indian River County Board of County Commissioners (BCC)authorize staff to <br />exercise the buyback option under which Envirosight Products Group, Inc., would be required to pay the <br />County $167,544.25. <br />Staff recommends that the BCC authorize the County Administrator to sign any paperwork needed to <br />validate the return. <br />82 <br />
