Contract #36526 <br />ATTACHMENT A - STATEMENT OF WORK <br />WEST WABASSO PHASE 3 SEPTIC -TO -SEWER PROJECT <br />I. INTRODUCTION/BACKGROUND <br />The State of Florida General Appropriations Act FY 2021 provides funding under line item 1641A to the <br />District for water quality projects that reduce nutrients, total phosphorus (TP) and total nitrogen (TN) and <br />restore flow to the Indian River Lagoon (IRL). <br />On November 18, 2020, the Florida Department of Environmental Protection (FDEP) endorsed projects <br />on the District's scored and ranked project list. At its January 12, 2021 meeting, the Governing Board <br />approved Recipient's proposal for cost -share funding. <br />Indian River County (Recipient) requested funding for their West Wabasso Phase 3 Septic -to -Sewer <br />project (Project) for the not -to -exceed amount of $1,250,000 towards the estimated construction cost of <br />$1,400,000. This request was approved by the Governing Board. After approval by the Governing <br />Board, Recipient notified the District that the revised estimated construction cost will be $1,632,000. The <br />District is providing funding in the not -to -exceed amount of $1,250,000. The Recipient is located in <br />Indian River County. <br />H. OBJECTIVES <br />The objective of this contract is to provide cost share dollars that will enable the Recipient to provide a <br />water quality benefit to the Indian River Lagoon by reducing the nutrient load from septic tanks. This <br />will also improve clarity to the natural area by helping to protect the seagrasses, which are a vital nursery <br />for many aquatic animals. <br />IH. SCOPE OF WORK <br />The Project area consists of two sites that together comprise Phase 3. Phase 3A consists of 61St Drive <br />from CR -510 to the north end of the road. Phase 3B is located south of CR -510, between Kings Highway <br />to the east and Lateral G canal to the west. The interior streets of the Phase 3B site are 59' Avenue and <br />58' Court. There are 63 total parcels in Phase 3 and 36 parcels of the 63 parcels are developed with septic <br />tanks. The Project will convert the 36 existing septic tanks to sewer. The 27 undeveloped parcels will <br />provide a lateral stub -out for future connection. A gravity sewer system will be installed with manholes, <br />service laterals, and two lift stations. All tanks will be abandoned, and laterals connected. <br />IV. PROJECT ADMINISTRATION AND DELIVERABLES <br />The Recipient shall be responsible for the following: <br />• Complete and obtain final project design, construction plans, and specifications; <br />• Obtain all required permits, including right of access to the project sites, related to project <br />construction and subsequent operation and maintenance of the completed work; <br />• Assure compliance with all permits and permit conditions; <br />• Provide procurement for project construction; <br />• Perform supervision and inspection of construction; <br />• Perform construction contract administration; <br />-11- <br />
