BOOK pAGE.171 <br />CONCLUSION <br />As proposed, the land use designation changes at both sites are <br />consistent with the comprehensive plan, compatible with all <br />surrounding land uses, and will cause no adverse impacts on the <br />environment or the provision of public services. The proposed <br />changes increase land use efficiency and implement economic <br />development policies without increasing the amount of C/I <br />designated land. For these reasons, staff supports the request. <br />RECONMENDATION <br />Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners transmit this <br />request to DCA and request DCA and all reviewing agencies to <br />conduct a full review of the amendment. <br />Director Keating reviewed the proposed amendment and advised <br />that the 36.5 acres SWDD recently purchased for expansion of <br />Landfill wi11 be redesignated from C/I to PUB. The George Lambeth <br />36.5 acre property in the SR -60/I-95 commercial node will be <br />redesignated from M-1 to C/I. Staff has worked with the Council of <br />100 and the Chamber of Commerce regarding a commercial/industrial <br />park and it was determined that this node is the most desirable <br />area for such a park. This property is in the urban service area <br />and will expand the commercial -node. There will be no rezoning at <br />this time and the County -owned property will retain its <br />agricultural zoning. Staff felt that a concurrency analysis was <br />not necessary at this time as this is a reoriented use only and <br />does not change the overall density of the node. <br />Commissioner Eggert wanted to assure north county residents <br />that the County is processing ways to meet requests from that area <br />for expansion. <br />Commissioner Adams questioned how the property was chosen and <br />why the County initiated the process. <br />Director Keating explained that usually the applicant owns <br />both pieces of property; however, in this case the County and the <br />Council of 100 had diligently searched for an appropriate property <br />and a willing owner to meet all the criteria in becoming a portion <br />of the Commercial/Industrial Node. <br />Commissioner Eggert commented that this action will meet the <br />objectives of the Economic Development Plan. <br />Chairman Macht felt this is a great idea and certainly meets <br />the objectives the Board had in mind when it made the financial <br />commitment to extend the utility lines to the node. He expressed <br />his hope for greater employment opportunities to be occasioned by <br />the hoped-for development. <br />JUNE 139 1995 31 <br />M M <br />M <br />
