M <br />Utilities and Services <br />- Subject Property 1 <br />Subject Property 1 is within the Urban Service Area (USA) of the <br />County; however, water and wastewater lines do not extend to the <br />site. <br />- Subject Properties 2, 3 and 4 <br />Although located within the USA, water and wastewater lines do not <br />extend to these sites. Wastewater service from the North County <br />Wastewater Treatment Plant, however, is available since lines run <br />along Old Dixie Highway, within one quarter of a mile from each <br />site. By the beginning of 1996, water lines are planned to extend <br />along U.S. #1, from the South County Reverse Osmosis Plant to C.R. <br />510. With the completion of that project, water service will be <br />available to these sites. <br />Transportation System <br />- Subject Property 1 <br />Fifty-eighth Avenue borders Subject Property 1 north of C.R. 510. <br />Classified as a collector roadway on the future roadway <br />thoroughfare plan map, this segment of 58th Avenue is a two-lane <br />unpaved road with 50 feet of existing public road right-of-way. <br />This segment of 58th Avenue is not currently programmed for <br />expansion. <br />The site also has access from 55th Avenue which is a 2 lane paved <br />local road with 50 feet of existing public road right-of-way. <br />- Subject Properties 2 and 3 <br />Subject Properties 2 and 3 have access from 82nd Street which is a <br />2 lane unpaved local road with 70 feet of existing public road <br />right-of-way. <br />Subject Property 2 also has access from 81st Place which is a 2 <br />lane paved local road. <br />- Subject Property 4 <br />Subject Property 4 has access from 46th Avenue which is a two-lane <br />unpaved local road with 25 feet of existing public road right-of- <br />way. <br />ANALYSIS AND ALTERNATIVES <br />In this section, an analysis of the reasonableness of the <br />application will be presented. Following a discussion of plan <br />amendment review standards, the analysis will include a description <br />of: <br />• concureency of public facilities; <br />• compatibility with the surrounding area; <br />• consistency with the comprehensive plan; and <br />• potential impact on environmental quality. <br />Plan Amendment Review Standards <br />Unlike most land use designation amendment requests, this request <br />does not involve a net increase in land use intensity. As <br />proposed, the request involves a minor reconfiguration, rather than <br />an expansion, of commercial/industrial nodes. <br />JUNE 13, 1"5 52 506K 95 MCE.39 <br />
