Past 415 <br />CERTIFICATION OF FINDINGS <br />The findings presented in this memorandum have been predicated on accepted standards and practices of <br />urban planning and consistent with the Code of Ethics and Professional Conduct of the American Institute <br />of Certified Planners. Lester L. Solin, Jr., AICP, certifies that: <br />• The findings contained herein are limited to my analysis of the Unincorporated Indian River County <br />Comprehensive Plan Future Land Use, Transportation, and Economic Development Elements together with <br />the Indian River County staff report concerning Plan Amendment Number: LUDA 95-01-0199, signed by <br />Robert M. Keating, AICP, Community Development Director on May 30, 1995, and various County <br />memoranda noted herein. I also visited the subject sites. <br />• Lester L. Solin, Jr. has no present or prospective interest in any subject property in Indian River County, <br />and has no particular interest or bias with respect to any issues material to the subject proposed <br />Comprehensive Plan Amendment or to the parties involved or affected by the same; <br />• Compensation to Lester L. Solin, Jr. is not contingent upon the reporting of predetermined conclusions <br />or upon a specified decision by the Indian River County Board of County Commissioners or any other <br />public entity; <br />d- <br />Lester L. Solin, Jr., AICP <br />Certified Planner #2063 <br />Mr. Solin believed the redesignation would be a major change <br />in the .land use plan and that the size of the node would be <br />dramatically changed, and would have a substantial impact on <br />residential lands and facilities. He believed the plan amendment <br />is not consistent with policy. <br />William Koolage of 11 Vista Gardens Trail requested that the <br />Board set up a few workshops to study the presentations. <br />Attorney Barkett asked Director Keating if he had been sworn, <br />and Director Keating responded that he had been sworn. <br />Attorney Barkett then asked whether the staff considered the <br />capability issue, and Director Keating advised that they had and <br />felt the redesignation is completely consistent with the Comp Plan. <br />Director Keating continued by pointing out that the original <br />intent of the node at CR -510 and A1A was major commercial service. <br />He emphasized that zoning is not an issue at this point in time and <br />that the Comp Plan does not require market studies. <br />Attorney Barkett stated that a Catholic diocese is purchasing <br />Property Number 4 and inquired what else they might do with the <br />property other than construct a church. Attorney Barkett then <br />introduced Ken Kennedy, one of the applicants who is a member of <br />the Wabasso Corridor Task Force; Gordon Michael, and Mr. and Mrs. <br />Ryall, some of the other applicants. He advised the Board that he <br />felt staffs' recommendation is appropriate and that the applicants <br />are some of the most respected names in the community. <br />JUNE 139 1995 <br />75 <br />
