Kirwin, Parks & Recreation Director <br />Jennifer Hyde, Purchasing Manager <br />From: Beth Powell, Assistant Director Parks & Conservation Resources <br />Subject: Award of Bid Number 2021007 — Kroegel Homestead Improvements <br />DESRIPTIONS AND CONDITIONS <br />On May 9, 2017, the Board of County Commissioners (BCC) approved Work Order Number 5 <br />to MBV Engineering, Inc. to complete design and engineering services for Kroegel Homestead, <br />Hallstrom Farmstead and the Jones' Pier Conservation Area. Subsequent to this award, several <br />amendments were made for each of the projects to address various design, permitting and to <br />include construction administration services that were not a part of the original scope of work. <br />The engineering, design and permitting has been completed for the Kroegel Homestead <br />Conservation Area which includes the full site plan consisting of a new parking area, walking <br />trail, pavilion, restroom, water and sewer services, fencing and minor improvements to the <br />access for the parcels located on the east side of the property. These improvements will create <br />formal public access to the conservation area and fulfill the grant requirements made to the <br />Florida Communities Trust per the special management conditions approved by the BCC on <br />August 12, 2003. <br />The project was advertised for bid on October 22, 2020, and a bid opening for the project was <br />held on December 1, 2020, where three (3) bids were received and opened. A detailed bid <br />tabulation is on file and available for viewing in the Parks and Conservation Resources Division. <br />Bid totals are as follows: <br />Bidder <br />Bid <br />PRP Construction Group, LLC <br />$234,444.50 <br />Saffold Paving <br />$399,232.76 <br />Summit Construction of Vero Beach, LLC <br />Vero Beach, FL <br />$275,828.35 <br />Staff reviewed the bids submitted and PRP Construction Group, LLC was found to be the 28 <br />lowest, responsive and responsible bidder. Completion time is 180 days from bid award. <br />
