EXHIBIT A <br />ATKINS <br />Proposal to Provide <br />Professional Engineering Services <br />for <br />IRC Project No. 1638 — 6th Avenue Resurfacing Project <br />US -1 to 21St Street <br />Vero Beach, Indian River County, Florida <br />Indian River County (County) is proposing to improve the safety and operation of 6t' Avenue from Highway <br />US -1 to 21" Street. Approximately 3,700 LF (0.7 miles) of the road (15th Place north to 21" Street) are <br />within the city limits of Vero Beach, FL. The proposed improvements consist of milling and resurfacing <br />the existing asphalt pavement, filing in sidewalk gaps, and upgrading pedestrian crossings to current FDOT <br />standards. Included in the scope of services are survey and geotechnical services for roadway cores. The <br />total length of roadway within the project area is approximately 10,560 LF (2.0 miles). <br />Through Work Order 1 issued March 5`t`, 2019 Atkins has developed Construction Plans, Specifications <br />and Cost Estimate for the propose improvements. This scope of work for additional services is for redesign <br />work required by FDOT as noted below: <br />SECTION 1 SCOPE OF SERVICES <br />TASK 1: SURVEY UPDATE <br />Based on FDOT comments of the 90% Plans the County provided additional information on the existing <br />right of way location., particularly at and along the intersections of 61 Avenue from 17t' Street north to 21 St <br />Street including the north right of way line of 21St Street. The proj ect surveyor coordinated with the County <br />Surveyor to obtain this information and updated the project survey. <br />TASK 2: ROADWAY AND SIGNAL PLAN REDESIGN <br />The original intent was that the design of proposed improvements that would require additional right of <br />way and/or easement(s), including temporary construction easements in locations where right of way was <br />limited for the construction of sidewalks, miscellaneous drainage improvements and construction access. <br />Atkins coordinated with County staff on those locations and provided sketches for the County's use in <br />contacting the landowners. Following FDOT review of the project FDOT comments required removal of <br />this work and required all work to be done from within the existing right of way. Atkins coordinated with <br />the IRC staff and the project surveyor on the right of location. Based on County staff direction to remove <br />all work outside the right of way Atkins revised the construction drawings after the 90% submittal. This <br />direction was made after receipt of county staff review comments for the 90% plans and while Atkins was <br />finalizing the 100% construction documents for resubmittal to the county. <br />October 19, 2020 <br />Pagel of 2 <br />
