middle of a block even though City Planning had approved it. It <br />was brought to my attention that only Engineering could authorize <br />the walk. The design was chanced to meet the law. <br />3. Mobile wheel -chairs - This is an item suggested since move -in <br />and we do not have budgeted dollars for purchase of this equipment. <br />I would also have to get authorization from -our Risk Management <br />people for insurance and liability purposes. <br />4. Sound in the courtrooms - This has been a problem we discovered <br />prior to Judge Vocelle bringing it to our attention. I had some <br />previous complaints from a citizen. In co-operation with the <br />Clerk's Office we made some adjustments in an effort to eliminate <br />the problem. This was immediately discussed with Bruce Boyd, our_ <br />electronics contractor and he discovered the source of the problem. <br />Our design people for the sound system were notified and have been <br />working on increasing the sound level. As of this date, we finally <br />received notice of how the problem will be corrected. This effort <br />should increase the level by 300%. <br />5. Recording Equipment in Courtrooms 6 and 7 - We have been aware <br />of this problem since installation of the two systems. The Clerk's <br />Office, my people, and the contractor have been working to get the <br />integrated system in place. Final installation of the necessary <br />software is scheduled for July 17, 1995. <br />6. Installation of directional signs within the building - As you <br />are aware this was also brought up by Commissioner Bird at a <br />Commission Meeting, last month. I stated then that we were in the <br />process of getting this resolved. Dean, General Services Director <br />THRU: Jack Price, Personnel Director ` °' 4�1 V' <br />FROM: Beth Jordan, Risk Manager <br />DATE: 31 May 1995 <br />SUBJECT: Wheelchairs/Motorized Scooters at Courthouse <br />Attached, please find a memorandum written to Mary Louise Scheidt in January, 1995, <br />In which I discussed some of responsibilities and liabilities associated with wheelchair <br />provision in the courthouse. <br />I strongly suggest that my Item 4 be given full consideration before the County embarks <br />on a wheelchair and/or motorized scooter program. Surely we could accommodate most <br />citizens by making ourselves more flexible to their needs without raising the liability <br />potential for the County. For many of us who are not wheelchair users, we tend to look <br />upon them as convenience items; they are not. They are personal adaptive devices for <br />which knowledge and training are required. <br />If the County decides to provide such adaptive devices, it should be with full knowledge <br />of the potential for personal injury claims arising from their use. Employees should be <br />designated and trained in the use of wheelchairs by a dealer's representative, and they <br />should be the only employees assisting with the use of the devices. <br />There was a time when "doing good" was its own reward; now it carries liability. I <br />strongly suggest that all possible alternatives be considered prior to providing this <br />courtesy.
