The Board proceeded to discuss each of Judge Vocelle's <br />concerns. <br />Concerning item 1, Chairman Macht had learned that only one <br />parking garage problem had been reported to the Vero Beach Police, <br />and requested that Administrator Chandler get a copy of police <br />report(s) of any incidents. <br />Clerk of the Circuit Court Jeff Barton was aware of two <br />incidents in the garage where automobile windows were smashed and <br />radios, etc. were stolen. He reported that the Vero Beach Police <br />Chief had agreed to send parking enforcement personnel through the <br />garage to show a police presence. <br />General Services Director Sonny Dean stated that no spare <br />cameras are available for surveillance use in the garage. <br />Commissioner Adams recalled that safety concerns had been <br />raised during the planning stages of the garage, and she was <br />inclined to agree to have security cameras in the garage and to <br />figure out a way to pay for them. She felt it should be a <br />priority even though the project may need to be done in steps. <br />Commissioner Tippin philosophized that it was a fine testimony <br />to the great awesome fear that people had for our criminal justice <br />system. <br />Judge Vocelle reminded the Board that security camera <br />monitoring and recording already was being done at the Courthouse <br />and he believed that wiring for the cameras was in the garage. <br />Director Dean advised the conduit for wiring was in place, but <br />the wiring and cameras would need to be purchased and installed in <br />the garage. The estimated cost was between $50,000 to $60,000. <br />Chairman Macht recalled he had previously suggested charging <br />for parking f or. non -jurors in the garage and using the money to <br />hire security and maintenance personnel. He also had suggested <br />decorative bars -for the window spaces. <br />Judge Vocelle, and others, expressed negative thoughts on <br />those suggestions, but thought the camera security system could be <br />implemented over a period of time since some of the equipment and <br />personnel were already in place. <br />The Board reached CONSENSUS that staff be <br />directed to itemize the costs and determine <br />funding for security cameras in the garage. <br />19 <br />June 20, 1995 <br />Boa 95 PAGE <br />
