ANALYSIS <br />Because local government fiscal impact model development is a <br />specialized activity, receiving only two proposals was not unusual. <br />In this case, both proposals were responsive, and both firms were <br />qualified. <br />Since the Consultants Competition Negotiation Act (CCNA) does not <br />apply to fiscal impact model consultants, cost was a factor in the <br />selection process. In this case, both firms submitted cost <br />proposals consistent with the amount of EDA funding available for <br />this project. <br />After reviewing the written proposals and interviewing each firm, <br />the selection committee completed evaluation forms for each <br />consultant. As a result, the firms were ranked as follows: <br />1. Economic Research Associates <br />2. Tischler a Associates, Inc. <br />It is now necessary for the Board to take action on the committee's <br />recommendation. At this time, the Board.can accept or reject the <br />committee's recommendation. If the Board accepts the committee's <br />ranking, it would also be appropriate to authorize the chairman to <br />sign a contract with the top ranked firm. <br />RECOMMENDATION <br />Staff and the consultant selection committee recommend that the <br />Board of County Commissioners rank Economic Research Associates <br />number one for the the fiscal impact model project. Staff also <br />recommends that the Board of County Commissioners authorize the <br />staff to finalize a contract with ERA and authorize the chairman to <br />sign all appropriate documents and contracts for hiring the <br />consultant. <br />MOTION WAS MADE by Commissioner Eggert, <br />SECONDED -BY Commissioner Bird, to approve <br />staff's recommendation as set forth in the <br />memo and to negotiate with and enter into an <br />agreement with Economic Research Associates. <br />Community Development Director Bob Keating responded to <br />Commissioner Tippin's inquiry and advised that EDA grant funds <br />would cover the consultant's fee. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion carried unanimously. <br />COPY OF AGREEMENT FOR CONSULTING SERVICES TO DEVELOP A MARGINAL <br />COST FISCAL IMPACT MODEL COMPUTER PROGRAM <br />IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />35 <br />June 20, 1995 _ aaoK 95 PAGE 482 <br />
