Consent Agenda <br />INDIAN RIVER COUNTY <br />INTER -OFFICE MEMORANDUM <br />OFFICE OF MANAGEMENT & BUDGET <br />TO: Members of the Board of County Commissioners <br />DATE: March 23, 2021 <br />THROUGH: Jason E. Brown, County Administrator <br />FROM: Kristin Daniels, Director, Management & Budget <br />SUBJECT: CARES Act Amendments Designation of Authority <br />DESCRIPTION AND CONDITIONS <br />Multiple municipalities and agencies have requested contract amendments to their CARES Act <br />allocations in order to reallocate funds amongst eligible spending categories. These changes <br />have required multiple contract amendments to each CARES ACT agreement, while often times <br />the total allocation remains unchanged. Staff is proposing that the Board approve the Revised <br />First Amendment to the SDIRC CARES Act Agreement, which finalizes how SDIRC spent the <br />allocated funds. Staff also recommends that the County Administrator be delegated the authority <br />to execute necessary contract amendments for the re -allocation of agency and municipality <br />funding among eligible expense categories. These contract amendments will have no impact on <br />overall funding, and any requested changes to allocation awards will be brought before the Board <br />for approval. <br />RECOMMENDATION <br />Staff recommends that the Board approve the Revised First Amendment to incorporate the final <br />scope of work provided by the SDIRC. Staff further recommends that the Board authorize the <br />County Administrator to approve any additional contract modifications to revise the scope of <br />work, as long as the total allocation remains unchanged. <br />ATTACHMENTS <br />SDIRC CARES Act Revised First Amendment <br />148 <br />
