PROCLAMATION <br />HONORING WILLARD TAYLOR RAMSEY ON HIS <br />RETIREMENT FROM THE INDIAN RIVER COUNTY <br />DEPARTMENT OF EMERGENCY SERVICES / FIRE RESCUE <br />. DIVISION <br />WHEREAS, Lieutenant Willard Ramsey began his journey as a Firefighter with <br />Indian River County on April 7, 1991; and <br />WHEREAS, Lieutenant Willard Ramsey advanced through the fire service ranks <br />becoming an EMT, Smoke Diver and Open Water Diver within his first year of <br />service. Within the next five years he became a Driver Engineer and by July 8, 2003, <br />after dedicating himself to the study and practice of Incident Command, he was <br />promoted to Lieutenant in which capacity he has served until his retirement on March <br />31, 2021; and <br />WHEREAS, Lieutenant Willard Ramsey's desire to learn is reflected by a file filled <br />with certifications of expertise in Urban Search and Rescue operations such as: Rope <br />Rescue, Structural Collapse, Trench and Excavation, Vehicle and Machinery, as well <br />as Aerial Operations and Maintenance; and I <br />WHEREAS, Lieutenant Willard Ramsey's passion for his crews and the citizens of <br />Indian River County can be seen among the multitude of letters from the public, <br />commendations from his supervisors, countless code saves and especially in the <br />positive demeanors and achievements of the many crew members he has mentored <br />throughout the years; and <br />WHEREAS, Lieutenant Willard Ramsey's stellar career with the fire service has <br />been based upon his sincere appreciation for those he has served, inspiring those <br />around him "to be and to do " the very best they can for themselves, their crews and <br />the community. <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF <br />COUNTY. COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA; that the Board is grateful to Lieutenant Willard Ramsey for his thirty <br />years of unwavering service, commitment and dedication to his profession, his peers, <br />and the citizens of Indian.
