Szpyrka, P.E., Public Works Director <br />SUBJECT: 66th Avenue Phase IB and Phase II - Amendment No. 7 (IRC -1505 & 1505B) <br />DATE: March 9, 2020 <br />DESCRIPTION AND CONDITIONS <br />In 1995, the widening of 66th Avenue, from 2 -lanes to a 4 -lane divided roadway, was added to the Indian <br />River County Long Range Transportation Plan. In 2005, the Board of County Commissioners approved an <br />Engineering/Land Surveying Services Agreement with Kimley-Horn & Associates, Inc. Six (6) amendments <br />have been.approved to date. <br />Since 2017, Public Works has been actively acquiring right-of-way for the widening of 66thAvenue from north <br />of 49th Street to 85th Street (CR -5.10). During the right-of-way acquisition process, concessions were made <br />with individual property owners to facilitate the purchase of right-of-way. <br />Amendment No. 7 is to revise the drainage design within drainage basin 66B (66th Avenue between 61St <br />Street and 65th Street) from a single centralized detention facility to two (2) wet detention ponds. Several <br />driveways and driveway culverts, in various locations, will also be added to the construction plans. The <br />amendment also provides for the re -alignment of 66th Avenue at CR -510 to avoid impacting several existing <br />Florida Power & Light transmission poles, which has the potential to reduce roadway construction costs by <br />approximately $600,000.00. The realignment is being implemented in coordination with the Florida <br />Department of Transportation to ensure the proper alignment with the proposed roundabout at the 66th <br />Avenue/CR510 intersection. Amendment No. 7 is for a lump sum amount of $113,105.00. <br />FUNDING <br />Funding in the amount of $113,105.00 is available in the following accounts: <br />Impact Fees -District 1 Roads/Construction Progress/ <br />Account No. 10215141-066510-16009 <br />66th Avenue (69th Street to 85rd Street) <br />$31,270.00 <br />Optional Sales Tax — 66th Avenue (49th Street to 69th <br />Account No. 31521441-066510-07806 <br />Street) <br />$81,835.00 <br />RECOMMENDATION <br />Staff recommends approval of Amendment No. 7 to Kimley-Horn & Associates, Inc., and requests the Board <br />authorize the Chairman to execute Amendment No. 7 on their behalf for a lump sum amount of <br />$113,105.00. <br />ATTACHMENT <br />Amendment No. 7 <br />AGENDA ITEM FOR MARCH 17. 2020 <br />29 <br />
