M M <br />Specifically, conditions of the Conceptual Approval Agreement <br />include County provision of a limited parking area, nature trial, <br />picnic area, wetland boardwalk, and informational display. The <br />County is also obligated in the FCT Agreement to remove invasive <br />exotic vegetation, as applicable, and implement a resource <br />management plan in coordination with forestry and wildlife <br />agencies. <br />A number of initial site improvements, including fencing, exotic <br />plant removal, and resource management (e.g., prescribed burn) can <br />be paid for with bond referendum funds as part of the property <br />acquisition. Improvements such as limited parking access will need <br />to be funded by a source other than referendum monies. Potential <br />funding sources include park development grants, county mitigation <br />funds, and tree removal violation funds. Relating to long term <br />management, the property will be incorporated into the county -wide <br />park system and managed by the County Parks Division in <br />coordination with county environmental planning staff. Volunteer <br />groups will be asked to assist the County with certain aspects of <br />property management such as nature trail up -keep,' Brazilian pepper <br />control, and litter patrol. <br />County staff have opted to have a management plan for the project <br />drafted by the county's acquisition/management consultants, an <br />option which is specified in the County's contract with <br />FloridAffinity, Inc. Attached is a draft management plan for the <br />Wabasso Scrub property, completed by the consultants. <br />•Appraisals <br />In accordance with County Land Acquisition Guide and FCT <br />procedures, two independent appraisals were obtained to determine <br />an approved appraised value. The two appraisal firms selected were <br />Armfield-Wagner Appraisal & Research, Inc., and Real Property <br />Analysts, Inc. The appraisals were subsequently certified by a <br />review appraiser (Boyle Appraisal Service), as required by the FCT. <br />[These appraisals are available for inspection on file at the <br />county planning division's office.] <br />The appraised values are summarized as follows. <br />WABASSO APPRAISALS <br />APPRAISER VALDE % DIVERGENCE APPROVED APPR. VALDE <br />Armfield-Wagner $1,200,000 - - <br />RPA, Inc. $1,280,000 6.6 $ - <br />$1,280,000 <br />The negotiated purchase price of $1,150,000 is 90% of the approved <br />appraised value. <br />*Contract <br />In coming to terms with county staff on the negotiated purchase <br />price (subject to County Commission and FCT approval), the <br />seller(s) have executed a standard FCT purchase contract Option <br />Agreement with minor modifications.
