100K 95 FACE 609 <br />Community Development Director Robert Keating advised that <br />State Statutes place certain requirements on County acquisition of <br />Florida land. The County has followed all of the procedures set <br />out in the acquisition guide and has properly advertised this <br />public hearing on a FCT purchase contract Option Agreement. This <br />will be the first of two times that the Board will consider this <br />property. This hearing, essentially, is to agree with and execute <br />the option contract and bind the purchaser with respect to selling <br />this property so that the County can go forward with the FCT <br />process. He introduced Charles Hardee, negotiator for the trust <br />funds. <br />Roland DeBlois, Chief of Environmental Planning, reported that <br />at the special LAAC meeting of June 22, 1995, the Committee voted <br />12-1 to recommend the purchase of this property. County staff <br />opted to have a management plan for the project drafted by the <br />County's acquisition/management consultants, an option which is <br />specified in the County's contract with FloridaAffinity, Inc. <br />Mr. DeBlois advised that costs for the management plan have <br />been revised since the draft was reviewed: <br />1. Funding Sources <br />Four sources of funding have been identified for management and development of the <br />Conservation Area. Funding from the Indian River County Environmental Lands Acquisition <br />bond program may be used to provide for property security and priority resource management <br />improvements and activities. County mitigation accounts for upland and wetland enhancement <br />projects may also be applied to this project. Funding from the County Land Clearing and Tree <br />Removal Violations accounts are a third source of funds for resource management activities. <br />Operations, staffing and development funds will come from the County Parks Division budget. <br />A potential fifth source of funds may be developed through donations of cash, materials or <br />labor from individuals or businesses in the local area.
