W&0 ACGi%.i <br />Community Devel <br />Reith Burnsed <br />MPO Planner <br />June 21; 1995 <br />R <br />SUBJECT: REQUEST FOR AUTHORIZATION TO SUBMIT TRANSPORTATION <br />ENHANCEMENT PROJECT APPLICATIONS <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of June 27, 1995. <br />DESCRIPTION & CONDITIONS <br />The federal Intermodal Surface Transportation Efficiency Act of <br />1991 (ISTEA) mandates that 10% of all Surface Transportation <br />Program (STP) funds allocated under the provisions of the act be <br />available for transportation enhancements. Funding for enhancement <br />projects is distributed through the FDOT District Offices. <br />Applicants for enhancement projects may be local governments, state <br />agencies, state or national interest groups, or local interest <br />groups. In areas with MPOs, the MPO must receive and formally <br />submit the applications to FDOT. Each enhancement project <br />application must have a project sponsor. The project sponsor must <br />be a local, state, or federal agency which will provide the <br />required funding match and undertake necessary actions to implement <br />the proposed project. The project applicant and project sponsor <br />may be the same. <br />While the MPO must submit the enhancement applications to FDOT, the <br />County and municipalities, as project sponsors, play the largest <br />role in the enhancement application process. It is the local <br />governments that decide the enhancement projects for which to <br />submit applications. <br />57 <br />JUNE 27, 1995 <br />
