Matson, AICP; Community Development Director <br />THROUGH: Ryan Sweeney; Chief, Current Development <br />FROM: John Stoll; Senior Planner, Current Development <br />DATE: April 9, 2021 <br />SUBJECT: Florida Power & Light Company's Request for Major Site Plan and Special <br />Exception Use Approval for a Private Heavy Utility (FPL Grove Solar Energy <br />Center) (SP -SE -21-02-04 / 2020090097-885531 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners (BCC) at its regular meeting of April 20, 2021. <br />DESCRIPTION & CONDITIONS <br />Lucido & Associates, on behalf of Florida Power & Light Company (FPL), have submitted an <br />application for major site plan and special exception use approval to construct a private heavy utility <br />(FPL Grove Solar Energy Center). The subject site is approximately 579.68 acres in size and is located <br />at the southwest corner of Oslo Road (91h Street SW) and 162"d Avenue SW (see attachment 1). The <br />site is zoned A-2, Agricultural -2 (up to 1 unit per 10 acres), a zoning district in which special exception <br />use approval is required for private heavy utilities (including solar energy centers). The proposed solar <br />energy center will consist of solar panel arrays, stabilized access pathways, and a collector yard (see <br />attachment 4). <br />Planning and Zoning Commission (PZC) Recommendation: <br />This item was originally scheduled for a public hearing by the PZC on April 8, 2021. Due to a lack of a <br />quorum, the public hearing was opened and continued to a special call meeting on April 15, 2021. Staff <br />will provide the PZC's recommendation to the Board of County Commissioners (BCC) during the public <br />hearing scheduled for the regular BCC meeting of April 20, 2021. <br />Board of County Commissioners (BCC) Review: <br />The BCC now needs to consider the special exception use request for the proposed private heavy <br />utility (solar energy center), conduct a public hearing, and make a recommendation to approve, <br />approve with conditions, or deny the request. Pursuant to Section 971.05 of the LDRs, the BCC is to <br />consider the appropriateness of the requested use for the subject site and compatibility of the use with <br />the surrounding area. The BCC may recommend reasonable conditions and safeguards necessary to <br />mitigate impacts and to ensure compatibility of the use with the surrounding area. <br />107 <br />
