4.2 Pricing Levels.

<br />4.2 Payment and Most Favorable Pricing Mechanism.
<br />(a) Payment During the Start-up Phase. During the Start-up Phase, the District will pay
<br />the Company for the actual amount of the District's Wastewater processed. At the
<br />end of the Start-up Phase, the Company will deliver to the District an accounting
<br />of the amount of Wastewater processed and an invoice detailing the cost of such
