Board of County Commissioners Meeting Minutes - Final May 11, 2021 <br />added that the retiree contribution increase should be smaller than the employee <br />contribution increase. Chairman Flescher and Commissioner Moss supported <br />the recommendation made by Commissioner Earman. <br />Director Boyll provided clarification as to how the retiree rates were <br />established. <br />County Administrator Jason Brown addressed the retiree subsidy and <br />contribution amounts, and he relayed his concern for future rates. <br />Chairman Flescher opened the floor for public comment; there were no <br />speakers. <br />Vice Chairman O'Bryan pointed out that due to the formula used to calculate <br />the retiree contribution amount, an increase to the employer contribution would <br />automatically increase the retiree contribution. Commissioner Earman <br />indicated that he understood and made it clear that he was in favor of a $0 <br />increase for everyone involved, including the employer. <br />A motion was made by Commissioner Earman, seconded by Chairman Flescher, <br />to approve the Medical and Pharmacy Benefits for Plan Year 2021-22 with a $0 <br />increase to the contribution from the employer, the employee, and the retiree. <br />The motion carried by the following vote: <br />Aye: 3 - Chairman Flescher, Commissioner Earman, and Commissioner Moss <br />Nay: 2- Vice Chairman O'Bryan, and Commissioner Adams <br />Chairman Flescher called for a recess at 10:44 a.m., and reconvened the meeting at <br />10:59 a.m., with all members present. <br />12.D.3. 21-0498 Results of Employer Clinic Survey and Next Steps <br />Recommended Action: Staff respectfully requests that if it is the consensus of the Board of County <br />Commissioners to pursue further evaluation of an employer sponsored clinic, <br />Lockton Companies be engaged to oversee this project as reflected in the attached <br />proposal at a cost of $75,000. <br />Attachments: Staff Report <br />Clinic Survey Results <br />Lockton Clinic Proposal <br />Human Resources Director Suzanne Boyll referred to staffs memorandum dated <br />May 4, 2021, as she read the results of the Indian River Employer Clinic Interest <br />Survey, which had been sent to County employees as well as employees of the <br />Constitutional Offices. <br />Indian River County Florida Page 7 <br />
