CONSENT <br />SK <br />Indian River County <br />Interoffice Memorandum <br />Office of Management and Budget <br />To: Members of the Board of County Commissioners <br />Date: June 2, 2021 <br />From: Kristin Daniels <br />Director, Office of Management & Budget <br />Subject: American Rescue Plan Act of 2021 — Funding Agreements and Revised Non -Profit <br />Eligibility List <br />Background <br />On March 11, 2021, President Biden signed the $1.9 trillion American Rescue Plan Act of 2021. The <br />American Rescue Plan (ARP) as it is normally referred to, is a COVID-19 stimulus package that was <br />intended to speed up the United States' recovery from negative economic health and economic impacts <br />of COVID-19. Indian River County's ARP allocation is $31,063,168. <br />On April 13, 2021 the Board authorized staff to submit the funding plan to the Treasury Department, <br />complete any documentation necessary, to do so, and authorized the Chair to execute any agreements <br />with the funding partners, consistent with our Federal requirements. Attached to this item is the executed <br />agreement with the Treasury Department, and the proposed agreements for funding with the United Way <br />and the Indian River County Chamber of Commerce. <br />On May 18, 2021 the Board approved the Non -Profit Assistance Grant Application which included a <br />listing of all potentially eligible non -profits. Staff had initially included only those non-profit (501(c)(3)'s <br />and (4)'s headquartered in Indian River County) agencies that had been fully vetted by the United Way <br />through their normal funding award process. Staff has been made aware that there are other non-profit <br />agencies that have been funded through the United Way's COVID relief and CARES Act programs that <br />were not vetted through their normal process. An additional twelve non-profit agencies fit this criterion. <br />Staff is proposing that these twelve non -profits be added to the potentially eligible list to receive grant <br />funding and that this list be finalized as of June 2, 2021 to prevent further changes in eligibility. <br />Recommendation <br />Staff recommends that the Board of County Commissioners consider the proposed amendment to the <br />Non -Profit Assistance Grant eligibility as detailed above and approve the criteria with any changes, if <br />necessary. <br />Attachments <br />U.S. Department of the Treasury Coronavirus State and Local Fiscal Recovery Funds <br />United Way ARP Funding Agreement <br />Indian River County Chamber of Commerce ARP Funding Agreement <br />Non -Profit Assistance Grant Application <br />Additional Non -Profit Agencies Eligible for Funding <br />
